The last turn was the spring move, this is the fall. I do not believe that you can put reinforcements in places besides your starting supply centers. We can look that up for you though.
Now is the time for the CREATION AND DESTRUCTION, as well as RETREAT moves to be issued.
This is starting to eat into the timing of the next move, so I suggest people start making plans for the next move IMMEDIATELY.

I'm sorry Locke, but Slarti's right.
The last map I've been looking at was Fall 1906, which are the results after the spring turn. I may even have the spring moves saved... I DO! want me to upload them to photobucket?
And by the way, there is more reasoning for why this should have been the fall turn- Russia would already have the last Austrian territory if last turn was fall. It is impossible to occupy anothers territory for two consecutive moves and not own it

To clear all this stuff up, including things in portugal, I should have done this earlier, but here goes. The images I have saved to my computer's diplomacy folder include the moves of Spring 1906:

That's fine, I can fix it... I've been on a frenzy in the past day or so fixing all of my other goddamn mistakes anyway, this won't be much different. Sorry about the confusion...
So for one last clarification, the maps--the ones I posted--was supposed to be Fall 1906, correct?

Dude, you have been drafted into the position of GAME MASTER, that's what GM stands for. You have had very little experience prior to this. I knew this before we talked about you GM'ing. I think a lot of other people would not have figured out the Diplo program and the rules as quickly as you did. Don't beat yourself up. A lot of people here miss turns, don't know the rules and don't listen to explanations, even after multiple repetitions, we even have two players who are Austrian. You don't have anything to be embarrassed about in this crowd.

Update:
Okay, here's what we're going to do. Because of the confusion, misunderstanding, bullshit  , etc., you players have one of two options. You can either turn in your moves by Thursday as you normally would by 8:00 PM central, or you can choose to wait. If you choose to wait, or if I don't have all moves by then, the date will be pushed to Tuesday so we can get this figured out once and for all. Yes, for some of you, it might be an annoyance, believe me--I'd like nothing more than to GM a smooth running game, but until this mess right now is sorted out, that won't be possible. I'm out of town until later today, so that might delay the changes (fixes) of the game map by a few hours. Although I might be able to get some work on it done here, we'll see.
So the deal is, if I have all orders in by Thursday evening, they will be posted. If not, the deadline will be moved back to Tuesday evening.
Also, I need to know how you were handling builds and disbands. Inde explained this a little to me via PM, but I need to know more of how you relayed builds to the GM or if you relayed builds to the GM. So here a couple questions I'd like answered while you're waiting for the fixed maps if you don't mind:
Did you as the players choose where to build and disband?
If so, when was that decided and I take it this was via PM to the GM? More specifically, was this on the regular orders schedule or was this different?
Thanks for any help you can give me, believe me--I'm not just sittin' on my ass--I'm paging through the rules while working on the maps as well, but since the games aren't always played the exact same way, I can't be sure exactly what system you guys have used.

We have been ordering builds/ disbands (disbands= I think, I haven't had one yet  ) through p.m.'s, but I'm not entirely sure about retreats... I think those have been automatic? (don't trust me there  )
