France failed to hand in his orders on time last turn. France (africanhope) does live in South Africa, so perhaps that's going to be overlooked. It looks like it's being played out that way. If I were you, I would read up on the rules, sit tight and wait either for the next game or to see if someone here fails to get their moves in on time.
