Actually it looks like Turkey and France are in the best position to make an early jump in supply centers--at least if no one stops them from doing so.

Not quite. As far as supply centers are concerned Turkey and Russia can both get the same amount if they both play their optimal strategy. However, Turkey is better positioned with less vulnerable flanks than other countries. That's the advantage of playing as the UK or Turkey.

Turkey and France could conceivably get 3 supply centers if everything worked in their favor but Russia can get no more than 2.

Turkey can get 3 supply centers if Slarti forgets to submit his moves and Turkey anticipates that. Sorry, I don't consider absurd possibilities.

No, American time That's like 2 AM or something GMT+1, so just make sure you get your move done by tomorrow evening and you should be fine

I was just too lazy to do the math since I must admit I am oblivious to what the time difference between the three US time zones and GMT+1 is It's somewhere between 9 and 6 hours, but specially with all the mess that is the whole summer/winter time, I always forget.

I was only quoting Drake...but I was too lazy to do the actual quote as well. Not my day I guess
