Where to put RW?

RW has cebral palsy. RW has scoliosis so bad that if you touch his side you can feel his spine. He is 21 years old and weighs only 46 pounds. He has been taken away from his mother who literally held him for roughly 20 years. Ronald has no ability to communicate. He can almost smile and almost cry. He even broke his leg without anyone noticing. All he can do is lay on the floor and make noises.

What do we do with the RW's of the world? And of course, who pays for it?
