I think too that the focus definitely has to lie on English. I do however not think arabic should not be offered additionally if its wished. But those people have to learn good English skills. Learning Arabic is fine, but without having good English skills this will only lead them into misery and ghettoisation.
If their mother tongue is arabic anyway, this increases even more. Its extremeler more difficult to bring your second language to a high niveau than to do so with your mother tongue. That has to have of course be the basis for any consideration regarding languages in school.
The worst that could happen would be a so called "bilingual school were actually everything takes place in arabic, and on the rear is a little bit of English taught, that does not lead to a good English speakers. (I know that, just because someone learned for 5 years a foreign language, does mean not much. My French skills are simply embarrassing after those 5 years, simply because of my lack of commitment)
