I don't think one could make such a claim. Religion is an effective means through which society keeps people especially the ignorant in line, but even without religion another means to do so could and would be devised. Sure there are a lot of cruel people linked to religion. Most rulers, specifically monarchs used religion throughout history as an excuse for their inhuman acts, however if we didn't have monarchs then we would still have dictators. I think religion is just a justification for many human atrocities and if not religion we would have certainly found an adequate replacement.
