I would have to say the American Government (a big difference from the american people, by the way)
Simply because of their foreign policy... Many countries in the 20th century have been subjected to war, civil war, coup d'etats or whatever results in conflict.
Considering the fact that America's response to Afghanistan was excusable (despite the fact it goes against article 44(3-7) of the United Nations Charter) because of the numerous allies. Every ally had ulterior motives to get onto the "war of terrorism" band-wagon because each country had "terrorists" of their own they wanted to get rid of, under the safety of "war on terrorism". And ultimately, they dictated who falls under the vague adjective.
Now in all fairness, article 44 has not been ratified by Israel, India, Indonesia, Iraq and Australia... and France, Russia, Germany, Spain, UK and China have their own restrictions regarding the article- (they've signed it, but with their own conditions in place)
Although these countries do not have the military might, cultural incentives or power to invade other countries at will- the US does. So far, Afghanistan and Iraq have been invaded- Iran is probably next (If that happens, i'm pretty sure there will be war between the east and west) and I'm sure North Korea is a possibility
I'm just giving my reasons why i feel threatened by the US, not necessarily debate their policy or terrorism- we can do that in other threads... I'm just scared that if some crazy guy from my country or wherever i'm living at the moment decides to attack the US- There is a possibility war may be waged onto the country.
