IRAQI UNIFICATION

WASHINGTON (AP) - The Bush administration is re-evaluating its efforts to unite Iraq's fractious sectarian and political factions in an attempt to preserve U.S. options in Iraq no matter what happens, officials familiar with an internal administration review of Iraq policy said Friday.

A senior U.S. official said that as part of that examination, the administration has debated whether to abandon U.S. efforts to bring Sunni insurgents into the political process to stabilize Iraq and instead leave that outreach to the majority Shiites and Iraq's third major group, the Kurds. No decision has been made

Is this a good idea?

CORRUPTION--THIRD IRAQI FRONT

The Iraqi government is in danger of being brought down by the wholesale smuggling of the nation's oil and other forms of corruption that together represent a "second insurgency", according to a senior US official. Stuart Bowen, who has been in charge of auditing Iraq's faltering reconstruction since 2004, said corruption had reached such levels that it threatened the survival of the state

This has to be eliminated if Iraq's govt is to survive. That is, if it is suppose to survive.

So how to persuade and cajole a weak Baghdad government to do what is necessary?

The report is an unsparing indictment of Iraqi, as well as American failings.

ISG report
The report sets targets or milestones for the policy-makers

The current self-styled "national-unity government" has talked of national reconciliation, but done little to promote it.

The Shia leaders who dominate it pursue openly Shia agendas. They are unwilling to disarm their own militias, which stand accused of being infiltrated by death squads responsible for sectarian killings

There are many who are calling for a break-up of Iraq with the hope it would bring a cessation to the violence.
