Banned?????
I have seen a lot of people banned. Who does the banning? is it just by the book banning? Has there ever been a abuse of power? If so who bans the banners?

Usualy the administrator, sometimes based on a moderators report that a poster has broken the forum rules.
Usualy, you're let off with a warning the fist time but if it renains consistent well?
I've been warned by a moderator to back off during a heated debate that turned into mudslinging.
Just remember debate the subject not the poster.
But all in all they're pretty fair.

All moderators have the authority to ban members. Members are usually banned for spamming, trolling (posting on the site for the sole purpose of starting a fight or pissing others off), or failing to follow the rules (name calling, personal attacks, etc.)
Spammers are eliminated on sight. Trolls, depending on exactly what they are posting, are kept on a short leash, and members who post rude comments, personal attacks, etc. are warned, then temporarily banned, and if the behavior continues, they are permanently banned.
If you have specific questions about a particular moderator or member who was banned it is appreciated that you send a private message to a moderator to ask any questions you may have.

You'll want to bear in mind that this forum is spammed extremely hard. Most of the people on the ban list were hawking a website or consumer good.
