If the forum is a clock, there's a bunch of gears and cogs behind it. Special registered is just one "usergroup" of posters that was basically in between a "registered user" and someone to be banned. People in that usergroup were not trusted, but had not committed actions so foul as to warrant an outright ban.

No one is currently in that usergroup. It was used only once.

Does the forum maintain such a list behind closed doors?

The forum has a moderator forum where problem posters and issues are discussed "behind closed doors" I guess you could say. Generally though, the mods just have a method of dealing with people that just happens right on the spot. There's not a lot of consultation between mods before some action is taken. There are some universal standards that are adhered to and that's good enough.
