This is close to what I have previously proposed.
I suggest allowing immigrants to come here legally with basically the same criteria except I would not exclude someone simply because they might have a criminal record. I would say that any crimes against persons or property would disqualify someone whereas something like getting busted for smoking pot would not.
I would also require that they either have a job promised or obtain a job within the first six months that they are in the country unless they are the dependent of someone that is working. They would have to maintain employment and could not go over six months without a job.
Of course non-citizens cannot vote so that was a moot issue.
I would required the ability to read and speak English and to know the basics of US history as a condition of future citizenship.
As you note immigrants are highly desirable for the US economy and often work lower paying unskilled jobs when they first come to the country. They do not adversely effect the pay for skilled American workers as some would like to suggest and often do work that no Americans are willing to do.
I would also provide a means for those that are already here working to obtain legal immigrant status. They are not here illegally because they want to be here illegally. They are here illegally because we, the United States, denied them a realistic means for immigrating here legally.
The real key it to creating an immigration policy that is not based upon quotas and ranking systems which are discriminatory based upon race, gender, and country of origin. Such discrimination is generally illegal in the United States and shouldn't be legal in our immigration policies.
