Not really. Some of the policies he implemented near the end of his presidency were remarkably similar to certain components of the New Deal, but the New Deal was much more comprehensive and drastic. While Hoover's policies worsened the depression, Roosevelt's began to lift us out of it.

Hoover's government certainly contributed to it, but the New Deal helped more than it hurt.

Hoover had some similar policies towards the end but he did so tring not to break out of his Laissez Faire beliefs. Hoover dam is one instance where he tried but he did not do enough.
