Indeed not, but it's a clear indication that the current direction is the wrong direction, and I find it to be a pretty curious and ironic observation

According to "Principles + Labs for Physical Fitness and Wellness", 5% for a male is less than half of the "ideal" value. The "ideal" for female is generally more around 17-24%...different sources are good and all, but the discrepancy here is pretty big...interesting. If your averages are true, than Americans seem to be right on the mark, which I find hard to believe.
According to "The American Council on Exercise", the number you indicated for "ideal" females is below even the essential fat reserves (12-15%)
