Is that a positive difference or a negative?
Yes,paying Attention I see were your going with this, but the kkk,Bonnie and Clyde,Heinrich Himmler and Jack the Ripper, were not rulers of a major super power, as Putin, and Stalin, were. I tell you the Soviet leaders run their country like gangsters. It is a well known fact that the Russian mafia, has a tremendous influence on the Russian Police, and the Government.

I would suspect that most ordinary working Russians don't really give a damn about democracy.

He's elected democratically (in the Western conception of the word), as the majority wanted him to be a president (1 term) and then to continue his politics (2 term), so I'd say he's democratic in terms of the "Russian idea of democracy", which is often linked with the conception of the "sovereign democracy". In one of his speeches Putin spoke of "sovereign democracy" term. He said smth like that: sovereign democracy is a controversial term, as sovereignty is something that speaks about the quality of our relations with the external world and democracy is our internal state and the inner content of a society. Countries which are pleased and proud to say they are sovereign, are few and far between worldwide. All the other depend either on one another or a leader of a block to a certain and significant extent. However, Russia is a country which cannot exist without protecting its sovereignty. It will either be independent and sovereign or, most likely, there will be no such country at all. So in the Russian idea of "sovereign democracy" "sovereignty" is stressed.

I also like Putin, he can take Russia to be a super power again.
