The EU does not take as much in its hand, but still around 150 billion € are planned to be spent in the next time in the new member states for building up an environmental infrastructure that meets the common European laws and regulations.
Its already the second wave of investments of that sort. Before the joining the new members had to improve it already significantly. Already back than the EU took a great effort to help them at this monster task.
IMO thats money invested in the future. And air and water don't know national borders, so its for the benifit of us all.
