Like you say there is every reason to suspect this is not the real result.

Was the long delay possibly to terrify people who did not vote for Mugabe so that they will this time?

How is he able to know who did not vote for him so that he can go and do the beatings and killings so on we have heard of?

Could he be feeling secure in the fact that other African nations will stand by him no matter what he gets up to?

and why do they?

The result they've given is not much different from the one independent observers gave. It could well be true.
But either way, there's a run-off, and there has been so much intimidation since the last poll that I can't really see Morgan Tsangarai winning.
