I'm sorry that I failed to reply sooner, I completely forgot about this topic!
GWoT has brought about new responsibilities to the US commands in rescent years. Speaking realistically, and forgoing the sugarcoating that I probably should apply to this response, the war we fight against terror is one brought about by those who practice Islam, which explains the map. I'm not saying that Islam = terror, but that we should pay close attention to the demographics and realize the potential for escalation if better attention isn't paid to this region. Creating the new command will concentrate this attention to Africa, which is long over-due, GWoT or not. I think it's a great idea operationally when it comes to GWoT, but the other great things about it is that we can better confront other instabilities within Africa.
Oraganizationally, it takes the heat off of EUCOM and especially CENTOM, allowing one command to concentrate their efforts on a single continent. This move to create AFRICOM divides responsibility of the hot AORs more evenly so that no one command is over-worked and neglects this region any longer.
Now, the concern most people have is that the US already sticks its nose in everyone's buisness way too much already. However, like I said, leaving Africa alone certainly didn't improve their disposition. Strategically, this is the best move DOD has made in quite a long time, imo.
