A New Commonwealth?
SIX countries, including Algeria, Rwanda, Israel and the Palestinian Territories, are to be considered for entry into the Commonwealth, according to diplomatic sources.
The group of mainly former British colonies has appointed a team to consider requests for membership from the six, which officials said were in the Middle East and Africa.
Don McKinnon, Commonwealth secretary-general, would not name the countries, but diplomats listed them as Algeria, Rwanda, Yemen, Sudan, Israel and the Palestinian Territories

Algeria was never part of the Empire, so I don't know why they're applying, same with Rwanda.
Remember that the Commonwealth is not some sort of legal body like the EU, it's just a cultural thing, you get to play in the commonwealth games and so on.

I believe that they consider any administration by an alien country as part of an "empire" as Algeria was with France.

Exactly, commenwealth does not mean much, except for some culturual cooperatioi like sports. The British empire, is gone, gone, gone. Nothing will resurect it.
I guess everyone found that out by now...

Yeah, but it's not the British Empire, so it doesn't make sense.
Not that it really matters, this wouldn't invalidate the real purpose of the Commonwealth.
