is he scapegoat?
from Guang Zhou,Canton province Government site

A MAN has been arrested for allegedly killing a county head and five others at his home in Southwest China's Guizhou Province last week, local police said yesterday (Dec 3).
Wen Jiangang, head of Xingren County in Qianxinan Buyi and Miao Ethnic Minority Autonomous Prefecture, was found dead at home last Monday night. His wife, one of their sons, mother-in-law, elder sister and the family babysitter were also killed.
Cao Hui, 42, a jobless native of the county, has confessed to breaking into the house with weapons, robbing the family of their belongings, killing the six and fleeing, police said.
Cao was captured Friday. He was released from prison in 2002 after serving 17 years behind the bar for indecent acts, Xinhua said.
A police source said Cao was an acquaintant of the victim Wen. Cao came to Wen's house to talk and then killed him with a hammer after Wen's family members went to bed.
Cao said he killed them for money and no one else was behind the murder, the source said.
Cao continued to use Wen's mobile phone after he fled his home, which exposed him to police, the source said.
Reports said Wen had been suspended for local coal mine accidents last year and had vowed to close those unlicensed after he resumed office.
Wen had been also responsible for investigating the director general of the local coal mine administration, who was sentenced to death in 2004 for taking 2.59 million yuan (US$324,000) in bribes and embezzling more than 4.6 million yuan of public funds.

POLICE in Guizhou Province are holding a man they suspect in the murder of the governor of Xingren County and his family, media reported yesterday.
The suspect, Cao Hui, was apprehended on Friday, police in Guizhou confirmed yesterday. Cao reportedly was an acquaintance of Wen Jiangang, the murdered official. Wen was 42.
The unemployed man, soon to be 42, was a resident in downtown Xingren. Cao was released from prison in 2000 after serving 17 years for "hooliganism," an offense, as defined in the old Chinese criminal law, that ranged from rape to street fight involving a large number of people. Cao reportedly entered Wen's home about 9pm last Monday and chatted with Wen for several hours.
After Wen's family members went to bed, Cao beat Wen with a hammer, killing him instantly, authorities said. Then, authorities said, he killed the other five family members in the home: Wen's wife, his four-year-old son, mother-in-law, sister and a maid.
Usually Wen, his wife, son and a maid lived in the three-story home, which was equipped with an alarm system and video cameras, media reports said. The alarm system was found damaged.
Wen had invited his mother-in-law to stay with the family not long ago, and his sister, who lived in a neighboring house, was an overnight guest.
Cao fled with Wen's cell phone and other property, police said. Cao changed the phone card and continued to use the mobile phone. The phone is worth about 10,000 yuan (US$1,250), and rarely used in Xingren.
Authorities said Cao confessed to the murders after he was caught.

You think he was taken out for his investigations of corruption?

no,I think that murder Cao Hui is not real murder.most Chinese believe this is a political murder case, that county head's political enemy hired Cao Hui to kill Wen Jiangang.police men just arrested Cao Hui,but they didn't arrest the background killer: the man who gave monny to Cao Hui.
