Probably because we've either given him what he wants, or because there was a realistic chance he could get what he wants if only he makes more threats and bluffs. One he figures his country is going to starve, he might try the military option.
I guess the question for me is: how badly would the frontline ROK forces be damaged by artillery attack? Do you think more ROK MLRS to suppress DPRK artillery would help?
If NK attacks first, the artillery and armor can probably do some damage to ROK forces. But of course it won't be a repeat of 1950. The ROK just as too much good air support without even including US air power. The tide would turn within days.

The first statement suggests the second statement would not come to fruition. You suggest he is rational enough to understand the value of his threat as opposed to actual force. That's not batshit crazy. Therefore knowing his attack would do him nothing other than providing him with an exit from the mortal plane within a matter of days, why should he feel compelled to attack even if his people are starving? It'd be more personally beneficial to let them flood into SK and China as they have been doing.
