These states (Kazakhistan, Uzbekistan, Turkmenistan , Kirgizstan, Tajikistan) are the products of "divide & conquer" or "divide & rule" policy, there was one Turkestan before russians. They promoted and made use of tribal sub-identities (Uzbek, Turkmen etc.. ) instead of national identity (Basically Turk).
Uzbekistan is the key state in central asia which has more population than the sum of others and fergana valley was not choosen randomly, it is the key place geopolitically.

I agree and I believe at least one of the states in the region has a good oil reserve. If I remember correctly. That alone gives them some say.

Surely they are divided as none of them can do it something alone.
Kazakhstan = Oil and Natural Gas, Strong military but only 12 million population in a country four times the size of Texas and %35 of them Russians.
Turkmenistan = Natural Gas, 5 million population.
Uzbekistan = 30 million Population, no serious source, tradition to resist foreign influence, they always made trouble to russians in communist era.
Kyrgyzstan = Key geography, 5 million population
Tajikistan = Nothing but they are persian speaking ppl. Population 7 million (%20 Uzbek)

Well, Due to importance of Uzbekistan, a lot of coups attemps happened, as a result Uzbek rule become paranoid and brutal to save their order. Also fanatic islamist threat only exist in Uzbekistan comparing to other turkic states and this also push the rule to more edges concerning security issues. Turkey tried to organize a military coup many years ago, USA also tried a colored revolution which both were failed. Kerimov had no other chance than aligning with China and Russia.
