I live under a different justice system to you and possibly a different idea within the country on animals.
I think the UK is very strong against cruelty to animals. People are well aware of what constitutes cruelty to animals and therefor there is no excuse for it.

You will see that in the above examples the sentences were in terms of months and bans against people keeping animals , slightly less than the sentence would have been had this cruelty been against humans!
People know here that cruelty to animals is unacceptable and if found can result in criminal proceedings. If they continue to do it, they can only accept whatever happens.
Edit: It also appears that letting people aware they will not get away wilh cruelty to animals is bring such cruelty down. That has to be a good thing.
