Morocco: New Government of the Royal Palace
After a surprising defection of the People´s Movement (MP) into the opposition rangs, the governmental coalition rests on the alliance of four parties – the traditional nationalist Istiqlal Party , headed by the prime minister Abbas Fassi (66) , which won the legislative elections (by the number of the elected) , the National Mouvement of the Independents (NMI, the right centrists), the Socialist Union of the People´s Forces (SUPF, the social-democrats being great election losers but the King,regardless of the election results, has made of their boss Mohammed Yazghi the only „state“ minister, i.e. the second man of the government, to make sure they will not defect in the opposition ), and the Party of Progress and Socialism (PPS) , the former communists, loyally attached to the Monarchy for many decades … In the opposition there is the victim of the electional modus operandi the islamo- conservative Party for the Justice and Development (PJD) that won the September elections by the number of the votes …
The government has as many as 34 ministers and two attractive aspects , the first one being quite a „big“ number of women – seven in all ( either ministers or state secretaries ), and „ the intensity“ of the changeover : 17 persons do not belong to the previous government … (the biggest surprise was the replacement of Mohammed Benaissa by a man who has actually led the Morocco´s diplomacy for a long time though he has been only an undersecretary – by Taib Fassi Fihri )
At the beginning of the 1990s King Hasan II concerned about the consolidation of the alavite monarchy, was urging the socialists to join the government and to show oneself accommodating and helpful, the Palace abandoned to the political parties all the ministeries except one – the Interior Ministry .The composition of the new government of October 15 07 proves that the King is not so ready to please the political parties as he used to be … The Palace took all the initiative and it is numerically the most present than any other party regardless of its electional placing …
To understand the prominent degree of the Palace Ministers it is necessary to decrypt their lists on which the King´s Men figure under various titles …
a) the most significant ones are the so-called sovereignty ministers, considered strategical ones and appointed by the King himself ( minister of the interior, of foreign affairs, of justice, of the islamic affairs … )
b) the ministers calling themselves „ without any political affiliation“ -
despite their no „ precise political brand“ they are the most loyal King´s Men, as the minister of culture Madam Jouiriya Jabrane, who campaigned in the legislative elections for one of the King´s good acqaintance …
c) the turmcoats or „transpolitical partisans“ who under the pressure of the Palace preferably joined the government under another political brand than defecting to the opposition ranks , mostly belonging to the berber People´s Mouvement who,however, in the new government represent NMI,the „Independents“ …
d) This governmental pot has been creamed with not only by the King´s Advisers but curiously (for the not-in –the –knowledge) enough also with the Advisers of Mr Fuhad Ali Himma, the most loyalist of the most loyalists, who has been thought to fall in disfavour with the King for his sudden leaving the government at the beginning of this summer
… But it was a bad reckoning because too much of Himma´s loyalists can be found in the government to believe in a pure coincidence … The vizir Himma, having been elected a parliament deputy, announced his intention to form a new political parliament group which is smelling of Macchiavelli quirks how to gain the parliament majority because his support for the government coalition will be indispensable after the berber PM has defected – Fuhad Ali Himma has, actually, never ceased to be the King´s key man …
