It’s something that has more to do with race than nationality, besides I've also mentioned African countries and regimes which had been used and abused during the cold war by Western Nations.

If Africans don’t know the consequence of foreign funding, then it isn’t worth it. But if Africans have some amount of knowledge about how to manage foreign funding then it is worth it.
