Is Joey talking about the five countries that have veto power in UN?? I think that five countries are chosen due to their contributions to the second world war. India has an easy time then. Also during Nehru's time, Taiwan is one of the P5.
India's target is China, which is its neighboring country; while China's target is so much further away. This is so unfair. It is much harder for China to develop missile systems.
China promises both no nukes for non-nuke countries and no first use. India only promise one of them. Well, America seems to promise neither.
