Its actually not a delivery system for nuke test, its a electronic test for the next test which followed it for Exo Atmospheric Missile Defence system in similar lines of US's Arrow 2, one of the diff being this thing lacking IR seeker as this is first test.
The new missile has been masked under this SSM and this missile has been completed dev in 1996.
