Actually, Congress, even when the President's party is in control, tends to spend without regard for the President's budget. Most Presidential budgets are DOA, which makes me wonder why the President should be required to submit one in the first place.

Ron Paul's main power would lie with his veto pen, although even there it would be useless if he failed to compromise. At first Republicans would help uphold his vetoes, but after awhile they'd lose patience with him and join the Democrats to pass spending bills.

If Paul was smart, he'd go incrementally. Demand that spending stay flat, but that he won't veto what they decide to spend it on as long as they stay within the overall spending restriction.
