Continue the surge, and allow the generals to engage in classical counterinsurgency. Also, I'd try to push for increased compensation for Iraq volunteers. Any military person with needed skills willing to volunteer for duty in Iraq for several years in a row should get either a full GI bill (meaning 4 yrs of college including living expenses) or an equivalent in savings bonds to be given to them at age 60. From what I've read, a counterinsurgency requires a continuity of soldiers. We are not doing that, due to Vietnam era regulations.
