1) We do have a "peace and relations" department--it is known as the State Department. It has mixed results. It is rarely successful without the threat of new arms.
2) The only way to develop defenses is to develop offenses.
3) Much peaceful use is made of weapons technology. It would be silly to stop it. For example, a lot of our seismic technology that allows us to predict where a tsunami will hit are based on research we did on nuclear weapons. The GPS is another military spin-off that is showing a lot of good results.
