Ok this is not the issue but i would say 95% of the entire population of any country does not exactly have an informed opinion about politcal issues - why just african americans hey?

Yes, but he singled out african americans, if you read the entire article it shows what a racist he is.

IMHO, that's a very convenient excuse. I don't buy it, and don't accept it as reasonable. He is responsible for whatever is written in his name. The only way I would buy his excuse is if the article/editorial had the other guy's name specifically on it.

The accusation isn't a lie. An editorial in Ron Paul's newsletter said exactly what was quoted--that “Opinion polls consistently show that only about 5 percent of blacks have sensible political opinions,”

If I send out something with my name on it, I'm going to read it. I don't buy Paul's excuse that a staffer did it, etc. If it's got his name on it, he endorses the view, or he was too lazy to read what was being put out in his name. Either one is a reason to not vote for him.

Honestly, even if he didn't write it, I'd agree. Even though I also believe that it's true for other races, who is more popular: 50 Cent or Colin Powell? 95% of everyones priorities is pretty screwed up though.
