Vulture funds are companies that buy up the debt of poor nations at a cheap price and sue the nation for the full debt, plus interest. The Romanian government lent Zambia money that added up to be about 40 million dollars and was going to forgive the debt for 3 million. (This would give the dirt poor country an astounding ability to help it's AIDS population get the medical care they desperately need.) Paul Singer is a multi-billionaire and was the biggest donor to George Bush's campaign and the Republican cause. He has donated 1.7 million dollars since Bush ran for President and has said that he plans on donating 15 million to the Guiliani campaign.
