Eh, it is actually quite unusual for nominees to pick a primary opponent as a VP. They almost always look elsewhere.
Giuliani and Romney would make no sense because a) they are both from the Northeast, b) they are both executives with limited experience in Washington, and c) social conservatives are suspicious of both.
Giuliani would want a Congressman with experience and a good social conservative background from the South or West. The pick that would make the most sense would be Lamar Alexander, who is tiring of the Senate anyway and is considering retirement. Alexander is strong where Giuliani is weak from a policy perspective as well. Giuliani would most likely delve deeply into defense and anti-terrorism issues. Alexander has a record of being very concerned about issues like welfare dependency, education, and health care. Four years before Bush was running on a platform of "compassionate conservatism", Lamar Alexander ran for President and actually meant it.
