Yes I think without question what you are saying is right and this is why people and governments have been feeling so frustrated.
People have just been desperate to help these people.
I think that this law would be brought into effect if it was thought that it would provide the best outcome.

It does just make me sick that a Government for whatever reason has so little interest in the lives of its people that it is allowing this to happen and further hiding from it's own people that this is happening.
I would definitely think they are falling out with the 'Responsibility to Protect', it just is that the UN and countries have, unlike the Burmese government, the objective of helping the people. At the moment the emotional response is to wipe everything aside and do everything to get aid in, but that may not give the best result at this time.
