It depends on your perceptions. Chapter 7 calls for the security of the people, I personally have a broad view of security which includes economic wellbeing and other variables to survival (moving from specific limitations to encompass a greatly deal of individual ordeals). You might have the more traditional narrow perspective usually including conflict and the military.
Further I refuse any of the UN limitation to interstate issues. I don't see why "regions" have to be limited to two + states.
That's my perspective on the UN and again, I have admitted that it was unrealistic and will probably never go forward.
