Edit: Since you mention corruption, electing leaders doesn't reduce corruption, at least here in the US. As long as those Lobbyists keep helping them out with the finance with their election, it doesn't work. The last time when China has some 'freedoms' during 1982-1989, the Western funded NGO's paid western educated writers and scholars. These people abused the freedom of press by publishing the great ideas about upseating your government and the need for democracy.
