mmm, depends on what bad. In my view, God spent a lot of time trying to teach people that dissent against Him was bad (in the Old Testament) and so smote them when they didn't learn. When He realised, or got bored, however you interpret His actions, that it wasn't working, He said, 'Fine, have it your way, either be good or burn'. So, really, i think that a lot of the bad that happens in arbitrary, same with the good.
