It's probably not usable yet because we still have trouble being able to split water efficiently into oxygen and hydrogen. But this will definitely cause the greatest climate change in our lifetime. That is, if it works...
Hydrogen is not the answer. The laws of conservation of energy make hydrogen inviable. You take water, use electrolysis to extract Hydrogen from it, then burn hydrogen and create water again. There can only be a net energy loss from this system, as our processes are not 100% efficient. Hydrogen is like a battery, not a fuel source.

Corn ethanol and the current biofuels are simply not efficient. We need to scrap them and look to more viable alternatives.

The real fuels of interest are those such as cellulosic ethanols that use bacteria to break down the whole plants (not just seeds) into usable ethanol, using photosynthesis.
