Abchazia is not a village it's a boundary territory of Georgia and of cource it has military aviation and airfields. That Mig could be one of the aircrafts left after USSR.
And note that Russian vehicles don't need big cash for maintaining. Many defects could be fixed by a hammer and a screwdriver that's why our war technics is so popular in the world and first of all in "poor" countries.
