This is why I propose that it be constructed underground.This futuristic subterrainian system should be built deep enough to avoid all major surface conditions and/or obstacles.

There are also other methods that can be used to generate electricity,other than "fossil fuels";ethanol,nuclear, and hydroelectric, are being utilized more often now.So is coal.
