You have two points going here. One is that fossil fuels are a bad choice; few would disagree. The second point if about building an underground high speed rail system. Building it under ground will not produce some kind of magical system that will not use fossil fuel. It will still use electricity produced mainly by fossil fuel. If you want a high speed railway system (like Europe and Japan), it would be much, much cheaper to build it on the surface.
