I would probably agree with France being the most secular country if it wasn't located in Europe where there is still strong anti-semitism (don't be fooled by such a long word, anti-semitism, I'm talking about an allied theme against jewish people).

Regarding the question asked by the OP I assume you are talking about being the President of the U.S. because it sounds ok in Europe to be atheist so far. Well if you are I believe even in America you can be atheist if you are still ok with others being theist.
