It sounds like the OP is from Australia. I can't speak for Australia. His example might be valid as it sounds a lot like how some African Americans call each other ni**a, but White people can't call them that. But then again, ni**a isn't an abbreviation for Black.
I think it's a common misconception that the minority cannot be racist. Anybody can be. It is just less consequential when they are, as they do not have as much power to oppress as a male WASP. In America, anti-White racism is often overlooked because some people feel we have it coming for what our ancestors did, which may not be completely fair.
The terms "cracker" and "gringo" are racist, but people don't usually get offended. One insult from a non-White person to another non-White person is "coconut," meaning they're brown on the outside but white on the inside, i.e. they act White and that is bad.
