The policies do what they are meant to do, they put Canada and Canadians first. Canada is a welfare state, which means that if they accept low skilled laborers into their country, the standard of living of everyone will drop, as the citizens will have to subsidize the new immigrant. Why should Canadians suffer for you?
It's simple economics. The Canadian welfare state pays a set amount of fee's per person for education, health care, retirement, infrastructure costs for increase in population, etc. If a persons economic benefit to the state is lower than these costs they incur, that person is a drain on society. Low skilled laborers tend to fall into this category.
