I would agree. Something to be really proud of is if a country managed prosperity and security without an army. That the US needs the by far biggest army in the world, maybe more powerful than the rest of the world combined, is just an acknowledgment that US diplomacy has failed on close to all levels.
I think Switzerland could pull it off - I honestly do not know what they need such a huge army for.
