How about just getting rid of the agency that are lax or don't follow the law?
Constitutional amendments are not created or proposed by national referendums and aren't even voted on by the People.
All business taxes are passed on to the consumer. Define "fair" if you would. They are already paying the taxes they are responsible for paying under the law.
If you have diplomatic relations with another country one of the very first treaties to be addressed is a mutual extradition treaty. If you do not have diplomatic relations with a nation don't blame them if they won't extradite to the United States, blame our own government.

The Thread ask to help create a New Government, it doesn't mention existing Law or Constitutional Amendments.
Fair Taxes on Business? How about Business pay tax on earned income without loop holes that allow tax evasion. Sure they pay the business share of Soc. Sec. but little else.
The US already has diplomatic Relations with Mexico, but they refuse to send murderers back to the US to face death penalty. They simply do not respect US Law, Immigration included.
