Sounds just fine to me. A developed country like Canada should not allow people immigrating if they will not contribute to their society but only want to get the benefits and welfare assistance.

While you call them "elitist and discriminatory", I prefer to call them basically logic and honest towards their citizens.
BTW, Canada is, as far as I know not that difficult for immigrants with some skills. Try Hong Kong and then... just forget Hong Kong!
