The issue is not the development or even the cost of advance weapons systems. The issue is with the use of such systems outside of the literal defense of one's nation. Currently there is no nation on earth that would attack the United States but, as we can see, there are many countries that have been subjected to invasions and military campaigns by the United States.
If the United States focused only on its self-defence instead of wars of imperialism around the world we could easily cut the DOD budget by over 60% without sacrificing the security of America one iota and still develop the most advanced weapons systems the world has ever seen.
It isn't the weapons systems that are costing us money and, in fact. having superior systems should ensure that we don't have to send our armies into foreign lands to wage wars against nations that have no intention of ever attacking us.
