Actually civil liberties are all about what the individual can do so long as they don't unduely endanger others or the property of others.

Please cite the enumerated power in Article I Section 8 of the Constitution that gives this power to the federal government.

If you will note historically that it took a Constitutional Amendment (18th Amendment) to ban the production, sales, distribution, and possession of a substance so the precident has been established. Show me where the US Constitution gives the federal government the right to outlaw a substance today.
