As signatories to the Non-proliferation Treaty, the START I and II treaties, and various others, hasn't the US promised to reduce its nuclear arsenal and eventually eliminate it all together?


We have. And under those treaties, we are allowed to modernize, as long as the yield and total number of warheads stays the same.
