If was that leader, I would do the same thing. I would keep my lunch money away from the bully even if he has something "better" to do with it.

But since i am the bully, I would stay out of the situation. My purpose is to protect the people of the other country by brining them under a better government, and killing thousands would hardly help my agenda. Also, The resentment that would fester would most likely make this region unstable and dangerous for years to come.

Putting aside my own objections to the whole thought of invasion, the losses are to great.
